Department No. F 2071/15/10 of the 27th ultimo,

am directed by the Marquess Curzon of Kedleston to

transmit to you, herewith, copies of two despatches

from His Majesty's Ambassador at Tokyo and of a

despatch from His Majesty's Minister at Peking,

regarding the opium and drug traffic in Formosa.

From the statistics enclosed in Sir C. Eliot'e

despatch No. 224, it will be observed that there has

been during the past few years a large increase in the

importation of opium into Formosa and a large decrease

in the consumption of the drug in that island.

If the geographical position of Formosa

and the comparative ease with which smuggling can be

carried on between that island and China are taken

into consideration, little doubt can be entertained

but that Formosa is the centre of a considerable illicit

traffic in opium and morphine.

This opinion is further strengthened by the

information contained in the despatches which form
